I've seen 4 or 5 very credible reports saying otherwise.  A few have already been subsequently added by others on this thread.  Do you have specific infomation that he did not?   Apparently, one angry resident in NY has already voiced their anger.  (sorry I am not good at image sizing)

Cuomo has massive blood on his hands, this murderous unforced error should put Cuomo's political career in a nursing home full of SARS-CoV-2 viruses.
