This is the Modoc County I referred to in a few posts. It is very rural, and applying the same restrictions there as in, e.g. Santa Clara County, is clearly absurd. It's absurdities like that that is resulting in anti-SiP reactions that may also be less than prudent. Had Goobernor Nuisance had the minimal sense not to do a one-size-fits-all SiP, the current mess would not have come about.

While Nuisance has worked better with Trump than Cuomo and Whitmer, I am not confident Nuisance is that degree of smart. If he were he would have allowed CA's various counties the flexibility to tailor SiP rules to their counties. Nuisance sits in Sacto or SF thinking he knows Modoc or Trinity or Mendocino or .... well, 3/4 or 7/8 of CA counties, better than do the people who live there.
