Speaking Sunday morning on ABC News, a barely coherent Joe Biden, the former vice president turned-Democrat presidential front-runner, offered President Donald Trump some odd advice on handling the global coronavirus pandemic.

“I would just tell them what we found is important to do when we went through, not as bad, but a similar crisis, and that is to — you have to move swiftly,” he said.

“And we have to move more rapidly. You have to implement the Defense Production Act, empower a supply commander, create a Defense Production Act for banks that get out small business loans, ramp up testing, a whole range of things.”

He also addressed the president’s decision in January to block travel from China.  “Well, you know, 45 nations had already moved to keep — block China’s personnel from being able to come to the United States before the president moved,” he said.

First, the president already enacted the Defense Production Act last month and has applied it to several companies, including General Motors and 3M.

Second, the president already established a so-called “supply commander” last month.  “On the subject of supplies and our meeting today at FEMA, we received a report of the new Supply Chain Stabilization Task Force,” he announced at a March 24th coronavirus briefing.  “Rear Admiral John Polowczyk is leading that up at FEMA, and the task force is working to identify medical supplies that exist in the marketplace today, to evaluate the National Stockpile, and also working with industries around the country to produce even more of the critical medical supplies.”

Third, the DPA isn’t designed “for banks.”  “Inspired by similar laws passed during World War II, the DPA granted broad authority to the executive branch to intervene in private industry by demanding that manufacturers give priority to defense production,” Fortune magazine notes. [...]  Banks don’t manufacture products.

Fourth, small business loans are already being provided courtesy of the CARE Act that the president signed into law in late March. The process began Friday, though it has been plagued by a few typical roadblocks — but nothing major.

How and why would other nations block Chinese personnel from coming to the United States? The remark makes no sense.

And assuming he’d perhaps meant that 45 other nations had instituted blocks on travel from China before Trump took action, that’s just false. The president instituted the ban in late January, days before most of the globe began following suit.

IIRC, Italy announced such a ban on 1/31, the same day Trump announced the US ban. I have not found whether Italy's ban was effective on 1/31, or like the US ban, accommodated travelers already enroute. BUT Italy operates under the Schengen agreement, and other Schengen Zone countries did not institute a ban at the same time. Which means that whether by intention or by coincidence, a traveler from China could enter another Schengen Zone country, have their passport checked there, and then travel into Italy unchecked.
