If companies want America to bail them out, perhaps they should bail back into America first. Donald Trump had spoken repeatedly about the financial beating that cruise lines had taken since the start of the coronavirus outbreak, and perhaps those corporations just assumed that they could access the COVID-19 rescue package once it passed.

Language in the 883-page bill passed by the Senate says that to be eligible for aid from the $500 billion fund, companies must be certified as “created or organized in the United States or under the laws of the United States” as well as having “significant operations in” and a majority of employees based in the United States.

Major cruise companies have located their primary headquarters overseas, which for years has allowed them to pay almost no federal taxes and avoid some U.S. regulations. To staff their ships, the companies rely heavily on foreign workers from the Philippines, Indonesia and India.

Yes, they maintain US offices, but where are they flagged?  RCI is Norway, and all the senior staff are Norwegians.  My old company is a Dutch firm, and they have corporate offices in Austin, TX.  They are not a Texas company, but I've heard them called that.

But where are they incorporated? And in what country are the ships flagged? Just because they have a US headquarters office, does not mean they are a US corporation and pay US taxes. Not to mention that the crews are primarily made of up of foreigners who also do not pay US taxes on their wages not to mention the cruise lines are not subject to US DOL and health and safety laws.

I'm not the least bit surprised the cruise lines have corporate offices in the US.  I used to work for a Dutch corporation that had a headquarters in Austin.  But, their ships all fly the flag of foreign countries.  Why do you suppose that is?  Nationalism?  LOL!

I would too.  It's possible the cruise lines were not the real target of Trump's statement, but rather the people who are pushing for a bailout of cruise lines.  I am much more amenable to helping the casinos than the cruise lines, but I'm biased.  Casinos are the "town industry" in the community I now live in.  8,000 employees were idled when the Governor of Nevada ordered all casinos to close until at least 4/17.  The city "only" has 35,000 total population, many retirees like me.
