New York governor says quarantining everyone 'not the best public health strategy'

Democratic New York Gov. Andrew Cuomo said he believed the state's strategy to quarantine everyone likely was not the best idea.

"I don’t even know that that was the best public health policy. Young people then quarantined with older people was probably not the best public health strategy," the New York Democrat said at his daily press briefing. "The younger people could have been exposing the older people to an infection."

New York has over 37,000 confirmed cases of the coronavirus and nearly 400 deaths. The vast majority of the cases have occurred in New York City.

Cuomo said earlier in the week the United States should value public health over the economy. "If you ask the American people to choose between public health and the economy, then it's no contest. No American is going to say, 'Accelerate the economy at the cost of human life,'" he said Tuesday.

President Trump said this week he would like the U.S. to start coming out of isolation by Easter. "I think it’s possible. Why isn’t it?" the president said about the possibility. "We’ve never closed the country before. We’ve had some pretty bad flus, and we’ve had some pretty bad viruses.”

Wasn't that his strategy?

Not going to blame Cuomo for following the same medical/public health advice that many other elected chief executives are following.  If he's willing to consider openly that some other approach might have been better then he's just being intellectually honest, and in fact he's coming around more nearly to the position Trump is beginning to advocate.

The problem for NYC is Cuomo (and de Blasio) waited too long to issue the quarantine order.  After weeks of the city leaders encouraging people in NYC--the most congested city in the country -- to go about their normal lives (restaurants, subways, buses, gatherings, public celebrations), by the time Cuomo ordered the shut down on March 20 many thousands were already infected.

Cuomo has earned rave reviews for his daily press conferences during the crisis. But both he and de Blasio were slow to aggressively shut schools, events and social gatherings in the early days of the outbreak.

"Social distancing isn't going to stop transmission but it makes it slower and that makes it easier to treat people," Caplan explained. "The old 'flatten the curve.' I think they were too slow."

New York state had its first case of community spread, meaning its origin was not known, on March 2 in New Rochelle, a suburb of New York City. By March 11, there were 216 confirmed cases in the state, and that number rose to 613 by March 14.

Cuomo and de Blasio limited gatherings of over 500 people on March 12 but resisted disrupting life too much.  "We are going to very quickly put out guidance about having to reduce crowds and audiences while still having a certain amount of activity," de Blasio said at the time.

As coronavirus cases continued to rise exponentially, that activity no longer became sustainable. New York ordered all schools closed by March 18, when it already had 2,300 cases. Cuomo ordered non-essential workers to stay at home beginning March 22, when there were over 15,000 cases.

The stay-at-home order is in effect through April 15.
