The water main break belongs to the city of Houston, officials said. Harris County Sheriff Ed Gonzalez said the water main broke near Fidelity and North Carolina and water flowed to 610 South and Ship Channel Bridge.

The 8-foot water main that broke is a major line from the Northeast Purification Plant that provides 40-50% of the water in the Houston area

40 houses in the area were evacuated. 12 vehicles flooded. Three people rescued from the roofs of their submerged vehicles.

How did the water main break happen?

A City of Houston contractor from Harper Brothers Construction caused the water line to burst when soil was moved during work on a city project, according to AlertHouston. A representative for the company declined to comment on the main break.

"They were working to repair a leak we had already detected," Turner said, explaining why city Harper Brothers was out working when water main break happened.
