Like every product, the onus is on the purchaser to weigh the quality, price, and longevity in their decision for the purchase of the product.

They also must weigh the possibility of unforeseen costs.  A lot of people bought the panels for their home because they got a government subsidy, but did not anticipate the existing electrical company adding service surcharges.  They got one-time tax breaks, but are now saddled with the surcharges that wipe out the savings they thought they were going to get from less consumption.

The surcharges were justified by the power companies because while generation costs came down, infrastructure costs remained inflexible.

If everyone recalls, the Obama Administration was just a tiny bit more subtle, doing their best to try and 'prove' that fraccing was the source of everything from flaming faucets to bad water in Wyoming, and incidentally failing miserably to provide scientific evidence that fraccing does any of that, unless someone spills frac water in large quantities on the ground or there are other serious problems with the well's construction.
Unable to provide scientific reasons, or any proof of wild-eyed allegations of environmental destruction, the Obama EPA started harping about methane releases and flaring, and went after the transportation industy as well (rail and pipeline, mainly--Standing Rock protest of the DAPL, denying permits to the Keystone XL project for two), all while conducting an overt War on Coal.
Even as the BLM and other agencies made it difficult to navigate the permitting process to get feeder pipelines built to carry raw gas to gas processing plants.
 
At least Bernie is up front about what he wants to do, and is going for the brass ring on the first trip around. Some things, it is easier to fight in the open.

And yes, he's a bloody  idiot who wants to crash the economy. All the Communists do.
Socialism/Communism only appeals to have-nots and lazy folks (unless you're running the show or have dreams of being an enforcer), so he wants to make everyone a have-not.
