Why is this massive wall being built at the Los Angeles VA and not at our southern border?

For more than three years, President Trump has been calling for a southern border wall to stop the influx of illegal immigrants into the USA.
Los Angeles is still the capital for homeless Veterans

For more than three years, Congress has refused to fund any money or build any semblance of a wall to deter illegal aliens crossing into the USA.

It took 3/4 of forever for the article to get to its supposed point, but here is the simple answer to the title question. The City of LA - which is well over 100 miles from the Mexican border - is paying for the wall around the veterans facility, which the City of LA operates. Border wall, besides being over 100 miles away from LA and in a different county, is Federal jurisdiction and funding for it is coming from the Federal government.

I guess the Canada Free Press doesn't know much about the hierarchy of governmental jurisdictions in the US or about California geography, eh?
