Ok,after reading the whole thing,it doesn't seem that stupid. Basic firearms qualification for boot camp won't be changed,and it SEEMS like neither will the qualifications for the actual grunts. This seems to be more of a program designed for the clerks and jerks who are unlikely to every even carry a rifle in combat,never mind shoot one. The shorter course works for them because it frees up more time for them to work on skills actually related to the jobs they perform.
We have all understood the old USMC propaganda that "every Marines is a rifleman" has always been bullshit to start with. NO military combat arms organization can function without a long train of support troops,period.
