What part of the term "Deficit Spending" are you having problems understanding?

What part of budget scheduling are YOU having problems understanding? Other than "all of it",that is. Much of the money being spend was budgeted by CONGRESS before Trump even took office,and you are still going to insist he is to blame for it.
Anyone who isn't paranoid in 2021 just isn't thinking clearly!

Budgeted by Congress?  Yes.  Spent by Congress?  No.  It is within the power of the Executive branch to spend (or not spend) the money.

Case in point:  Congress appropriates $10 billion for the EPA Superfund.  Does the President have to spend that money that fiscal year?  Or can he let it sit there and wait for the next Superfund site to be declared further down the road.

Another case in point:  Congress appropriates $100 billion for food stamps in a given fiscal year.  Yet at the end of that year, only $50 billion has been handed out.  Does the President then have to immediately spend the extra $50 billion on non-wall BS?  Or could he let it sit in the Treasury and go unspent.

I am really sick of Trump sycophants who make Trump out to be a real tough-guy bad-ass, but then talk about how powerless he is to run the very agencies inside his own branch.  So which is it?  Is Trump a leader, or is he a bleep?

Then why do you continue to blame Congress for Leader Trump's inaction?

You are the one here having difficulty with it.  Apparently, you seem to think that Congress is in charge of all the governmental agencies.
