Maybe not new hulls, but getting a vessel ready for sea isn't cheap, either.

Just digging a land rig (drilling rig) out of the yard and starting it back up after 6 months stacked can run well over $100K, and that's if it hasn't been cannibalized.  There's a lot more to a ship.
