In the video, a Mexican cartel that has taken up terror tactics to induce fear, recently beheaded, and brutally mutilated four defenseless women in a message to America.

The people too, suffer,

Plata o plomo, silver or lead, cooperate, get paid or suffer the consequences, I think they've even done this to lookouts.

Lookouts, people who are not neccesarily really gagbangers or narco-soldiers but are helping out in a more casual sense and may even feel a bit forced to.

It might be time to finally get some outside help but that's a tall order.

History is a particular interest of mine - a shock, I know - and there's lots to be interested in there in Mexico. But I won't go there.

IMO, several decades ago the Mexican government looked the other way when drug smugglers went through Mexico to take their wares to the US, because, "Screw the Yankees!" They didn't foresee the gangs and cartels deciding to carve up Mexico into their own territories. Foolishly, and now ordinary Mexican people are suffering for their government's foolishness.
