I'm not sure if he is the "main" dean.

Dean of students oversees dorm directors and, ironically, has to enforce student disciplinary rules. When a kid violates the rules, this guy's department handles disciplinary hearings - and should be taking the side of campus police (all of whom, I'm sure, are racist).

A university doesn't have a "main" dean.  Colleges do.  At a university, each college (e.g. Arts & Sciences, Engineering, Education, Home Economics -- now called something politically correct, but there's always a surviving college that used to be called that) has a main dean.
At a small liberal arts college there's a main dean who is the chief academic officer, analogous to a provost at a university.

I'm guessing this one wasn't actually in charge of a college, but bore some awful title like Dean of Diversity and Inclusion, or Associate Dean of the College of Arts and Sciences for Diversity.

I had heard, very vaguely, of this case, but had assumed it was some "white" academic who had Tweeted something stupid, kind of a 21st Century Governor Northam situation. So I was actually a little surprised that the canned racist is a black guy.

My incorrect assumption aside, it's good that this racist has been gotten out of a position of authority in which he could not be trusted. Whether a white racist or a black racist, a racist cannot be trusted to handle disciplinary issues.

Figures, offices of student life, run by people with titles like that, are the main source of most of the lunacy on American university campuses. Yes, faculty in departments and programs with names of the form [Affirmative-action-beneficiary-group] Studies run a close second, but offices of student life are the places that give us sex-positive freshman orientations, "check your privilege" events, racism-awareness workshops, and speech codes.
