Updated guidelines in New York City will offer an option to provide 12 months of positive rent payment history as a substitute for landlord-initiated credit checks. The new policy will apply to all residents of New York City, including those who entered the U.S. illegally.

Why?  Proof of long-term on-time payment of rent is a better indicator that one will be on time with the rent in the future than some generic credit-check is.
