The state's grid manager the Electric Reliability Council of Texas is projecting that power demand might outstrip supply Tuesday afternoon and has notified generators of a potential shortage.

The notice issued Tuesday morning serves as a nudge to generators to update their generation availability, said ERCOT spokeswoman Leslie Sopko. The notice does not trigger conservation efforts....

SHORT DESCRIPTION:  TCEQ Notice of Enforcement Discretion

INTENDED AUDIENCE:  QSEs with Resources and Resource Entities

DAY/S AFFECTED: August 13, 2019 until further notice

LONG DESCRIPTION:  The ERCOT Region continues to experience sustained state-wide record setting load. ERCOT expects significant high load for today’s afternoon peak due to continued high temperatures throughout the ERCOT Region.  These conditions make it more likely that the ERCOT Region will experience a power emergency.  The Texas Commission on Environmental Quality (TCEQ) has communicated to ERCOT that, effective immediately, TCEQ will use its enforcement discretion for generating facilities to assist during these extreme temperatures. To maximize generation requested by ERCOT, TCEQ will exercise its enforcement discretion for exceedances of emission and operational limits of power generating facilities for generators that exceed air permit limits.

Any generating facility that expects to exceed its air permit limits to assist during these extreme temperatures shall provide a notice of this action to Kelly Cook (kelly.cook@tceq.texas.gov), Director of Critical Infrastructure Division for TCEQ.  Unless TCEQ provides notice otherwise, the period of enforcement discretion will continue until ERCOT provides a Market Notice declaring that the enforcement discretion has ended....

ERCOT is not a generating power company - it manages the flow of power. (consider the rest in quotes):

Local wholesale electricity prices peaked at $1,750 per megawatt hour at 6 p.m. Wednesday afternoon as the heat continued to blanket the Houston area and the state's grid manager put generators on notice that reserves were dropping to uncomfortably low levels.

The prices -- while high -- were a relief compared to Tuesday when wholesale electricity prices in Houston soared to $9,000 per megawatt hour for more than an hour during the afternoon hours and as high as $9,100 per megawatt hour in other parts of Texas. In comparison, prices were $18 per megawatt hour at 8 a.m. Wednesday....

I'm curious, is that $9,000/MWhr for every one, or is that a marginal price for supply exceeding a certain level(s)?

I'm believe that is the margin over previous commitments to meet the expected shortfall.
