How cavalier of them to assume that only young people can hear in that range. High-frequency pitches like that still aggravate the life out of me.

No kidding. I'm 50 and can still hear dog whistles. Hate this kind of crap.

Actually, they were banning them.  They were banning everybody, because the park was closed.
... but enforcing that ban with a selective weapon they assume will only affect a few.

Well...the story doesn't say how they intend to limit the sound to the confines of a closed park...so I personally don't think it's a good idea, but it's arguably better than blasting Slim Whitman from loudspeakers.
