Prior to the ratification of the 16th Amendment on Feb. 3, 1913, there was no income tax. The federal government was run through a series of excise taxes and tariffs. Almost all of the goods produced in Northern states were consumed domestically.

The Southern states, however, produced tremendous quantities of cotton that were exported and in turn, provided most of the funds used to run the federal government.

Democratic Southern states resented providing most of the funding for the federal government, only to be told what to do without any input from them as slave states.
