The Employment Situation of Immigrants and Natives in the Fourth Quarter of 2018

Labor force participation remains low for the less educated across the country

Analysis of Bureau of Labor Statistics data from the fourth quarter of 2018 shows that the labor force participation rate — those working or looking for work — has not returned to pre-2007 recession levels. Things are particularly bad for native-born people without a bachelor's degree. In nearly every state, the labor force participation of non-college educated natives (ages 18 to 64) has not returned to 2007 levels, which in most cases was already lower than at the last peak in 2000.1 The unemployment rate has improved in recent years, but it only includes those who have looked for a job in the four weeks prior to the survey. Those not working who have not recently looked for a job are not included.
