Most prosecutors I know of aren't interested in busting the "johns" or even the prostitutes. In something like this these guys want the big fish -- management, owners, traffickers, cartels or whatever is behind these rub parlors. If Kraft or any of the others were able to help in such a major prosecution, the prosecutors will be more than willing to deal or even drop charges altogether.
In our town, and the ones around us of similar size, there are constant vice busts, but all of the poor and destitute. BUT, although everyone knows it is goes on, you never, ever hear about them going after the high-end clients/prostitutes. If it is on the 'right side of town' a blind eye is turned to it. It is almost a joke, you can go to the town over and see local political leaders, pastors, and business leaders with their 'young guest' - they think going out in the next town people won't recognize them.
We even had a former DA pulled over for a DUI with a prostitute and cocaine all over center console- and the charges were dropped. The same week, a poor single mother was arrested for prostitution on the wrong side of town- supposedly it was her first time out and it was out of desperation. She was given 18 months.
