Understand now why no one's ever accused the principled conservatives of having a lick of strategic common sense?

Five percent is... five percent.

That's as good as anyone living and reading this post is EVER going to see in their time.

And I doubt Mr. Trump will even get that much.

Except budget cuts are never truly budget cuts these days because of baseline budgeting where the next years "base" budget starts at what you spent the previous FY and adds to that for the next FY.  Also if a department wants a 10% raise in their spending and the budget only gives them 5%...then politicians claim either positively or negatively that there was a "5% cut to the program/budget/etc".

So no...in reality 5% is not truly 5%.
