Trump releases budget calling for 5 percent cuts in domestic spending
By Niv Elis - 03/11/19 11:32 AM EDT

President Trump on Monday unveiled his 2020 budget proposal, calling for domestic spending cuts of 5 percent across the federal government.

The White House, in Trump's latest budget, would turbo-charge defense spending while providing $8.6 billion to fund his proposed southern border wall.

The proposal would raise overall defense spending to $750 billion, up from $716 billion in 2019, while slashing nondefense programs to $567 billion, down from the $597 billion allocated in 2019.

The proposed nondefense spending level is aligned with the cap set in the Budget Control Act, a 2011 law that was meant to force Democrats and Republicans to compromise by setting draconian limits on both defense and nondefense spending.

Democrats argue that the nondefense cut amounts to 9 percent, given that the legal cap will drop to $543 billion, with most of the difference accounted for by emergency disaster relief and wildfire suppression efforts that do not count toward budgetary ceilings approved under the Budget Control Act.

Trump's budget is especially unlikely to go anywhere with the House in Democrats' hands, but it lays out Trump's priorities and could set the stage for shutdown fights this fall, when Congress and Trump will have to agree upon spending to keep the government open.

Trump 2020 budget slashes foreign aid, hikes defense spending: official
Reuters, Mar 11, 2019

WASHINGTON (Reuters) - U.S. President Donald Trump on Monday asked Congress in his fiscal 2020 budget to slash spending for foreign aid while increasing spending on the military and for the wall he wants to build on the U.S.-Mexico border, a senior administration official told reporters.

The budget would raise defense spending by 4 percent to $750 billion, the official said, speaking on condition of anonymity, while cutting foreign aid by $13 billion. Over a decade, the blueprint would cut $1.9 trillion from mandatory spending through proposed reforms, the official said.

Trump releases budget seeking billions for border wall, work requirements for welfare programs
Fox News, Mar 11, 2019

[...]

Meanwhile, the budget aims to implement new welfare requirements -- namely, that Americans 18-65 years old work at least 20 hours a week in a job, a job training program or a community service program to secure a range of benefits and aid.

According to the administration, the work requirement would apply to federal programs like food stamps, Medicaid, and federal housing, but would come with a hardship exemption. Last year, the administration opened the door for states to impose work requirements for Medicaid recipients. This part of the budget proposal would bring those work requirements to the federal level.

The proposal would represent an expansion of work requirements, though some already are in place. For the past several administrations, able-bodied recipients of the Supplemental Nutrition Assistance Program (food stamps) have mostly had to work at least 80 hours a month -- while recipients of traditional welfare known as Temporary Assistance for Needy Families (TANF) have also faced work requirements.

The budget, meanwhile, projects a $1.1 trillion deficit for the fiscal year beginning Oct. 1, but also calls for deep cuts to domestic programs.

“In the last two years, President Trump and his Administration have prioritized reining in reckless Washington spending. The Budget that we have presented to Congress and the American people…embodies fiscal responsibility and takes aim at Washington’s waste, fraud, and abuse,” Office of Management and Budget Acting Director Russ Vought said in a statement.

“Our national debt nearly doubled under the previous Administration and now stands at more than $22 trillion,” he continued. “This Budget shows that we can return to fiscal sanity without halting our economic resurgence while continuing to invest in critical priorities.”

Larry Kudlow: Trump's 2020 Budget Will Call For 5% Cut "Across The Board" On All Domestic Spending
Real Clear Politics, Mar 10, 2019

White House economic adviser Larry Kudlow revealed Sunday that President Trump will call for a 5 percent cut "across the board" on all domestic spending as part of his proposed 2020 budget.

Acting White House budget chief Russ Vought said the cuts amounted to $2.7 trillion over a decade, which he called the largest proposed budget cut in the nation’s history.

The 5 percent cuts proposed by the administration would not be evenly distributed, with some agencies targeted for deeper cuts.

The EPA would be cut by 31 percent, the State Department by 23 percent, Transportation by 22 percent, the Department of Housing and Urban Development by 16.4 percent, Agriculture by 14.8 percent and Education by 12 percent. The National Science Foundation would receive a 9 percent cut.

It would redirect some of those cuts to the Department of Homeland Security, which would get a 7 percent spending boost, and the Department of Veterans Affairs, which would increase by 8 percent.

The White House said those deeper cuts would allow the administration to invest in other priorities, such as $200 billion for infrastructure.

[...]

The budget also called for $1.9 trillion in cuts from automatic mandatory spending over a decade, including new restrictions on anti-poverty programs and food security programs.

Trump has lost the budget battle.  He surrendered to the DEMS. I don't think he'll play the shutdown/showdown card again.  To play the same game and expect a different outcome would be extremely foolish.

Trump could have cut domestic spending by 5 percent in the current budget if he had simply not spent the money.  But instead he spent every single dime.  Even the savings resulting from the drop in food stamp recipients got squandered on other BS.  That money should have been still sitting in the Treasury at the end of the fiscal year.

The federal government got by spending around $2.4T per year until the "financial crisis" in Bush's last year when they passed a $700B stimulus package on top of that.  Since then, they've been spending around $3.1T per year.  Yeah, those are some seriously severe spending caps, limiting them to only 30% more than they normally spent a few years before.

Cruz, Paul, Abbott, Haley, or other reps wanting to be today's GOP standard?  I understand Trump has done a brilliant job being all things to all voters, especially the angriest, but I'm unconvinced Trump is the modern day King Cyrus.

Well, it all sounds good, but it ain't gonna happen.  The Dems control the House.  And deep down, no Republican wants to curb spending either.

I would be happy if Trump would veto any "spending bills" and demand congress pass a real budget.  But I don't think he really cares.  If he did, he would have rejected the other bills that came to his desk.

As far as GWB is concerned, his last budget deficit with a GOP Congress was 92% lower than Trumps.  My point is that Trump is projected as some type of Maverick.  Yet when the rubber hits the road, he has no problem continuing with business as usual, especially when it comes to deficit spending.  If Trump wanted to reduce the deficit, he would order his Cabinet to look for ways to have money left over at the end of the fiscal year.  And this goes for Obama, Bush, Clinton, anti-Reagan Bush, and Reagan.

Golly after months of reading posts complaining about Trump's apparent disregard of the budget deficit thought this would be welcome news.

Guess not. After all, he probably doesn't mean it.

Action would be welcome news.  But proposing that the budget be balanced fifteen years from now (which is another $30 trillion at the current rate) is a waste of oxygen.

Again, the President can do something now.  For example, he could leave money in the Agriculture Dept unspent at the end of the fiscal year, and then show the American people how much money was saved by getting people off food stamps.  That's a heck of a lot better than the Establishment response of squandering those savings on lobster, booze, and cell phones, just to make sure you get the same amount (plus the automatic baseline uptick) the following year.

President Trump's budget to include $100M for Ivanka's women's fund

President Donald Trump's 2020 budget proposal will include $100 million for a global women's fund spearheaded by his daughter Ivanka Trump.

The White House said the budget, expected to be released Monday, will include the funding for the Women's Global Development and Prosperity Initiative. The administration last month launched the government-wide project, which she leads.

In a statement to The Associated Press, Ivanka Trump noted that Friday was International Women's Day and stressed the initiative was "working towards our goal of economically empowering 50 million women in developing countries by 2025." She says the budget includes "a new $100 million commitment" for the fund.

In other words, his budget will include an additional $100 million to be added to our national debt.  Entirely new spending above and beyond what we are already spending that will burden taxpayers long after Trump leaves office.
