Trump releases budget calling for 5 percent cuts in domestic spending

President Trump on Monday unveiled his 2020 budget proposal, calling for domestic spending cuts of 5 percent across the federal government.
 
The White House, in Trump's latest budget, would turbo-charge defense spending while providing $8.6 billion to fund his proposed southern border wall.
 
The proposal would raise overall defense spending to $750 billion, up from $716 billion in 2019, while slashing nondefense programs to $567 billion, down from the $597 billion allocated in 2019.
 
The proposed nondefense spending level is aligned with the cap set in the Budget Control Act, a 2011 law that was meant to force Democrats and Republicans to compromise by setting draconian limits on both defense and nondefense spending.
 
Democrats argue that the nondefense cut amounts to 9 percent, given that the legal cap will drop to $543 billion, with most of the difference accounted for by emergency disaster relief and wildfire suppression efforts that do not count toward budgetary ceilings approved under the Budget Control Act.

Trump's budget is especially unlikely to go anywhere with the House in Democrats' hands, but it lays out Trump's priorities and could set the stage for shutdown fights this fall, when Congress and Trump will have to agree upon spending to keep the government open.

The budget, meanwhile, projects a $1.1 trillion deficit for the fiscal year beginning Oct. 1, but also calls for deep cuts to domestic programs.

“In the last two years, President Trump and his Administration have prioritized reining in reckless Washington spending. The Budget that we have presented to Congress and the American people…embodies fiscal responsibility and takes aim at Washington’s waste, fraud, and abuse,” Office of Management and Budget Acting Director Russ Vought said in a statement.

“Our national debt nearly doubled under the previous Administration and now stands at more than $22 trillion,” he continued. “This Budget shows that we can return to fiscal sanity without halting our economic resurgence while continuing to invest in critical priorities.”

Trump has lost the budget battle.  He surrendered to the DEMS. I don't think he'll play the shutdown/showdown card again.  To play the same game and expect a different outcome would be extremely foolish.

The federal government got by spending around $2.4T per year until the "financial crisis" in Bush's last year when they passed a $700B stimulus package on top of that.  Since then, they've been spending around $3.1T per year.  Yeah, those are some seriously severe spending caps, limiting them to only 30% more than they normally spent a few years before.

Well, it all sounds good, but it ain't gonna happen.  The Dems control the House.  And deep down, no Republican wants to curb spending either. 

I would be happy if Trump would veto any "spending bills" and demand congress pass a real budget.  But I don't think he really cares.  If he did, he would have rejected the other bills that came to his desk.

As far as GWB is concerned, his last budget deficit with a GOP Congress was 92% lower than Trumps.  My point is that Trump is projected as some type of Maverick.  Yet when the rubber hits the road, he has no problem continuing with business as usual, especially when it comes to deficit spending.  If Trump wanted to reduce the deficit, he would order his Cabinet to look for ways to have money left over at the end of the fiscal year.  And this goes for Obama, Bush, Clinton, anti-Reagan Bush, and Reagan.

Action would be welcome news.  But proposing that the budget be balanced fifteen years from now (which is another $30 trillion at the current rate) is a waste of oxygen.

Again, the President can do something now.  For example, he could leave money in the Agriculture Dept unspent at the end of the fiscal year, and then show the American people how much money was saved by getting people off food stamps.  That's a heck of a lot better than the Establishment response of squandering those savings on lobster, booze, and cell phones, just to make sure you get the same amount (plus the automatic baseline uptick) the following year.
