Where Lies the Surface Force?

Sailors at every level, are busy. The events of even three months ago, let alone the summer of 2017, seem like ancient history when one is merely trying to get through the day. It's easy, and sometimes necessary, to forget that which was a crisis, and to move on to the next challenge. Still, it should be troubling to every person who is concerned with the health and prospects of the fleet that little is yet known regarding the specific progress either being made or not being made in the wake of the collisions in USS Fitzgerald (DDG 62) and USS John S. McCain (DDG 56).

In the aftermath, an embarrassed Navy leadership promised prompt, transparent and aggressive corrective action to Congress, the American People and the victim's families.  The direct fallouts of this promise were two: The Comprehensive Review (CR), undertaken by Admiral Philip Davidson, Commander of U.S. Fleet Forces, and the Strategic Readiness Review (SRR), conducted under the auspices of Secretary of the Navy, Richard Spencer.  In combination these efforts were an indictment of failure, going back decades, and they offered a potential template for a surface force redux.  The question to be asked once the reports were issued was, would true and sustained action be taken, or as was the case with the Balisle Report of 2010, would they be lost with time and pressing new issues?
