I think part of the problem is what you hit on.  Alex from The Bronx released her plan/scheme before it had been fully developed.  The same way Hillary's half assed attempt at what eventually became Obamacare was released (leaked) before she was ready to present it to the public.

It took another 12 years before the Dems regrouped and made the successful push to get Obamacare rammed down our throats.

I think the panic from the Dems is the fear of another delay to a plan they all (quietly) support because of the sloppy and childish way Cortez presented it.

 Oh sure, it’s a never ending battle. But we’re not talking about Republican lawmakers allowing chemical companies to dump chemicals in the Great Lakes unabated. This is a horrible bill with horrible ideas that will cost trillions and trillions of dollars, harm the US economy, and harm poor and working-class and even middle-class people especially without really showing that it stopping climate change
I have little interest in streamlining government or in making it more efficient, for I mean to reduce its size. I do not undertake to promote welfare, for I propose to extend freedom. My aim is not to pass laws, but to repeal them.

Which is why... I still say.... the forced vote should have been delayed until right before the 2020 election, so that the details of the dem disaster would still be fresh in the minds of voters.  This way... the dems have two years to regroup, rebrand, and revamp their "image" on this bill.

But if this was all going to play in the Democrats favor why are they panicking and reacting the way they are to the idea of simply holding a debate and a vote?

 Remember HillaryCare? It was supported by the majority of the public until the details got out to them. In fact, I remember it went from majority of support to being so bad that the Democrats lost the House for the first time in 40 years. The same thing happened when the public voted on universal healthcare in Colorado in 2016. This is an opportunity to get this crap sandwich in the minds of the public.

Actually, it was supposed to be the new insane other end of the negotiation spectrum, and "reasonable" Communism was supposed to fall somewhere between the NGD and the Constitution.

We may laugh, but when the chuckles are over, insanity like the NGD just makes the ordinary, garden variety, everyday Communism the Democrats spew seem less insane than it is. That reduces the level of visceral "HELL NO!" reaction people have to their ordinary nonsense, and serves a useful purpose for their regularly scheduled program of 'fundamental transformation',
and another little step away from our Constitutional Republic doesn't seem so far compared to that giant leap.
Desensitization.
