There's a ton of non-sworn LEOs operating everywhere, so I don't get where this is even news.

I think it's significant that he cut funding for actual police officers in order to create this force of unarmed quasi-cops, who will be protecting who and what, exactly?

Ask your Son to explain it to you.  You are too obtuse.

The City of Orlando does something similar and sends them to take care of things like small fender benders.

Didn't he cut the mounted cops? Horse cops? Are they sworn? Honest question, as I really don't know.
Having non-sworn stand over crime scenes after processing, and getting the cleanup on accidents seems to be a good move - takes the weight of the sworn, and costs half the money...

I know it is a liberal hell-hole, but in concept, I don't see the problem.

Last week I was in a fender bender in rural BFE Cobb Co. Ga.  I don't want a rent a cop taking an accident report that is not court solid.

From Willamette Week:
Quote
... The Public Safety Support Specialists, or PS3s, will be non-sworn officers who do not carry guns.

"They will be engaged in the community in non-emergency calls, so that's things like property crimes, break-ins," Wheeler tells WW.

The PS3s grew out of a proposal in the 2016 police union contract approved under then-Mayor Charlie Hales to create Community Service Officers who would respond to minor property crimes and nuisance calls, among other things.

To fund the program, Wheeler cut the Mounted Patrol—cops on horseback—from the 2017-2018 city budget.  ...

Portland Police Association president Daryl Turner says the PS3s will not respond to calls for service without a sworn officer, but they may provide support by manning the front desks at precincts or waiting for tow trucks at car accidents. That's a much smaller, less public role than what Portland mayors have pledged—and some observers say keeping the officers off the streets is a bait-and-switch.  ...

This mayor sounds like a nut, but pretty much what we'd expect of Portland:

The Mayor’s Office Asked Select Reporters To Sign Non-Disclosure Agreements And Let A Police Officer Determine What They Publish
The mayor's communication director asked a reporter to let a Portland police officer "guide when and what you will be able to tweet and share."

Portland Mayor Ted Wheeler's communications staff asked a select group of reporters to sign non-disclosure agreements to gain access to the Portland Police Bureau's command staff during a right-wing protest on Nov. 17.

An email exchange from Nov. 14 obtained by WW via a public records request provides more insight into the terms of an offer by the mayor's office to allow selected reporters to enter the police's nerve center during the latest in a series of fraught protests. The Portland Mercury first reported last month that a few reporters had been picked.

No news organization ultimately attended.  ...

The offer shows the mayor's office trying to craft a more positive view of police actions after months of critical news coverage surrounding protests. Protests organized by Vancouver, Wash.-based group Patriot Prayer and frequented by right-wing extremists like the Proud Boys have for two years troubled city leaders and attracted antifascists eager to fight.  ...
