Rubio is not a state official. If anyone, Scott should have cleaned up the Florida election mess.

It is my understanding that each county has isn't own set of election rules.  They must follow state laws, but they still can have their own set of rules.

You would think that since Bush v Gore, FL would have cleaned up its act.  Gillum conceding when he did was nothing more than a ploy.
