Who is to blame?  The local authorities in PR.  Trump and FEMA did all they could do, but ultimately responsibility has to fall to those on the ground for getting the provisions into the hands of the afflicted.  Blaming Trump for the water fiasco is the same as saying "Bush hates black people" after Katrina.

It's as you say...PR authorities should have had a handle on distribution, or at least gathering manpower/transportation for when supplies arrive.

Instead they were any car owner standing on the side of the road while the tow truck operator somehow gets your vehicle up on that flatbed.    :shrug:

Whenever it's flooded in my area,  FEMA came in and helped people with the paperwork to get assistance.  They didn't distribute bottled water. Locals, whether govt or volunteers,  did that.

I'm no expert on PR or FEMA, but I can't help thinking America expected more from them.  As I understand it parts of PR were without electricity for 11 months...Does FEMA ever follow up on this stuff, evaluate what was effective and what wasn't.  I'm sorry, but dropping off water and washing their hands of the rest does not sound like an unsung success story.

Yep. Drop off water AND process 462257 individual assistance applications, provide 1.2 billion dollars to individual PR households & 3.7 billion more in public assistance grants.

If FEMA can be faulted at all its that their estimates for potential disaster assistance were off, there were other hurricanes in the area prior to Maria that had already stretched their capacity.

Final distribution has to be done by local authorities.  They know best where the needs are.  I certainly would not want the feds deciding where the final nodes of delivery are.  FEMA cannot be held responsible when the locals refuse to do so properly, not in PR nor in NOLA.

To be fair President Trump did visit Puerto Rico 13 days after the disaster for about 4 hours.  He told the press that the emergency efforts were "nothing short of miraculous" and was thankful that the cat 5 hurricane wasn't a "real catastrophe like Katrina."  He then castigated the victims of hurricane Maria for throwing the "budget out of wack."  Then he lobbed some paper towels into a crowd.

I can't get inside President Trumps vacuous brain...but I see a man who wanted to believe something, his ego was challenged by the mayor of San Juan, who told us people were dying before Trump visited, and during the visit, and after the visit, but President Trump had already committed to his tweets and it's not like those brown people can vote.

HELP!!!  WE ARE DYING HERE.  MAYDAY!!!  I'M BEGGING!!! PLEASE!!! Said the mayor of San Juan till she was bleeding out of her whatever.
