Concord in Contra Costa County, California, is a sanctuary city.

"There are 2.3-2.6 million Californians who are undocumented. The concept of a sanctuary city goes back thousands of years when cities in the Old Testament agreed to be a place for those seeking safety," the county says.

President Trump said good.

We'll re-open a shuttered Navy base in the city and house 47,000 illegal aliens there.

 "This is crazy. We're going to fight it. We're not going to let this happen," Gioia said.  Plenty of politicians in the Bay Area are up in arms over importing illegal aliens into their sanctuary city.

City spokeswoman Jennifer Ortega said the city does not have jurisdiction over the federally owned property but said city officials were “very concerned” about the Navy’s possible plans.
The federal government has been in talks with the city for 12 years to transfer the land on Concord’s east side for plans to build 12,200 housing units and 6.1 million square feet of commercial space on about 2,300 acres of the former weapons station property. The East Bay Regional Park District is also slated to receive 2,600 acres for the future Concord Hills Regional Park.

My guess is the Fed Gov can use this property as they want.

When the US forces left Vietnam, and the earliest Vietnamese nationals entered the US, many were housed  at Camp Pendleton in North San Diego County.
