She wore it while boarding the plane in Maryland, not while visiting the children in Texas. If it was directed to anyone (which officially it wasn't), it most certainly wasn't the children.

I'm actually more surprised she would choose Zara. They are in constant trouble for racist messages on their clothing including purses and shirts with swastikas on them. They are a Spanish company so I doubt it blows up over there as much but it seems here they are in the news a few times a year.
