An energy company is seeking to build a $2.5 billion plant in southern Indiana that would convert the region's plentiful coal reserves into diesel fuel and other products.

Riverview Energy officials say the plant proposed for the Spencer County town of Dale would employ about 225 workers and create about 2,000 temporary construction jobs in the community, which is about 40 miles (64 kilometers) northeast of Evansville.

Company officials don't have a timeline on when the plant would be built, The Herald reported.

"Dale was a prime location due to its proximity to the exact type of coal needed, and the logistical routes to move the end product northeast or to the Gulf," Riverview Energy President Greg Merle said. "Indiana, as well, is an excellent location because it is a pro-business, pro-jobs and pro-development state."...

Good alternative usage of coal that used to be destined for generating power.

Likely coming from Indiana, so keeps coal miners working as well.

Yep.

...Delaware company Riverview Energy is planning to use $2.5 billion to build a direct coal-hydrogenation plant on land between County Roads 2000 North and 2100 North and the old U.S. 231 and County Road 500 East.

“Dale was a prime location due to its proximity to the exact type of coal needed, and the logistical routes to move the end product northeast or to the gulf,” Riverview Energy President Greg Merle said. “Indiana, as well, is an excellent location because it is a pro-business, pro-jobs and pro-development state.”...

...Once built, the plant will convert coal into diesel fuel and other products like Naphtha, which is used to produce products like plastics and gasoline. The plant is expected to use 1.6 million tons of coal and produce 4.8 million barrels of clean diesel and 2.5 million barrels of Naphtha each year.

According to information released by the company, the process does not burn or gasify coal.

“Coal particles are hydrogenated at high pressure and temperature,” according to a release about the project. “Therefore, the plant will have a significantly lower carbon footprint than other technologies.” The process is compliant with state and federal regulations, officials wrote in the release....

Eastman Chemical co. has been converting coal for decades. It's mentioned here: http://www.virginiacoalenergy.com/pdfs/2017/VCEA-2017-Dr%20Richard%20Wolfe.pdf

And the synfuels program was stopped by Reagan? Subsidies involved?

I really think the big synfuels effort point forward will not be directed at coal as much as it will be directed at natural gas.  The abundance of natural gas and proven conversion process into usuable fuels and lubricants will be needed once crude becomes less available.  Am guessing, but assume that less contaminates in NG compared to coal will make it more attractive as well due to less waste disposal.

Having said all that, it still makes sense to continue the proven coal to liquids process as coal mines are still not exhausted and they do provide stable jobs for local workers knowledgeable and engaged in the trade.  These types of jobs are not as susceptible to large swings in oil and gas industry jobs that are caused by commodity pricing.

As long as it does not require a government subsidy to build or operate, I am fine with synfuels plants.

Not subsidy to boost them or unwarranted regulation to impede them.

It is a good Idea!

$2.5 billion for 225 workers.  Wow, that seems hii dollar manufacturing jobs, but the jobs of a lot of coal workers will also be preserved.
