The question is confusing. It is two opposite questions.
1. Can they drop the bomb.
2. Will they refuse.

Saying yes to one means no to the other, and vice versa.

need to define "The Bomb"

--nuclear, non-nuclear?

--first strike, or retaliation?

--What is meant by "can?" Does it mean the authority to, the will to, etc.

I think they can and will if ordered to.

Those who are on nuclear flight command drill so much and it would be so routine, I doubt they would have the time to even contemplate questioning orders for whatever reason. They will switch to action mode and just work.

Someone higher up bureaucrat in the chain who has the difficult, dirty job of sitting in an office drinking coffee may have more time to think about it and talk himself into belief one way or another.

The Phasing should be:

They will follow orders and their duty and drop the bomb.
They will refuse their orders to drop the bomb and be shot.
