Correct, from reading, this is not a repeal or replace. This is only setting in provisions for one fiscal year or less. It will have to be amended again within the year or everything will go back to the way it was.

Exactly where does it say that?

Also, it is worthwhile pointing out that the Senate still needs to vote on this bill, and there almost certainly will be a conference committee as well.  Which means that all of us do get to read this before the Senate votes on it, and before the President signs it.  Further, it is a relatively manageable 126 pages long, which is less than one-twentieth as long as was the ACA.

I'm chuckling at all the hand wingers like Warren predicting people will die if this bill becomes law.  Would love to have them point to the provisions in this bill that support all the hysteria. 

Essentially, we still have Obamacare, but with a few changes, none of which justifies the wailing and none of which even comes close to the promised repeal and replace.

Well, I briefly scanned through it ... and there are indeed a lot of 'repeals'...which IS a good thing!

Here is an example of one of the problems. The defunding of Planned Parenthood. Starting on page 6, if PP drops their funding from 380M to 349.9M, they can continue to receive funding. (so-called defunding provision still provides funding for any service that receives less than 350m per year). It looks like they were trying to write it so specifically for Planned Parenthood, they ended up giving them an escape hatch (I'm sure unintentional but typical of how DC politics works).  And that provision is temporary, specifically for 1 year from the implementation of this act. (Quote: for the 1-year period beginning on the date of the enactment of this Act - page 6).  So if the act is implemented this week (or whenever it is finally passed by the Senate and signed), it only stops funding for one year. the current budget continues funding through September so, it would in essence, only stop funding for a few months.

Here is a twist I see in this. If it stops funding for a few months, it would put Planned Parenthood under the $350 Million in federal funding threshold and thus, make them eligible once again, to receive federal funding.
