Construction has begun on the $3.8 billion, 1,150-mile Dakota Access Pipeline, which will move oil from North Dakota's Bakken shale play to Illinois.

Work has begun in three of the four states through which the Energy Transfer Partners-owned pipeline will pass: North Dakota, South Dakota and Illinois, the Associated Press quoted spokeswoman Lisa Dillinger as telling the Aberdeen American News.

The 30-inch diameter pipeline will also go through Iowa. However, state officials chose not to act quickly this week to respond to a request to permit ETP to commence construction in the state, according to the AP.

The pipeline is designed to transport 450,000 bopd from Bakken/Three Forks formations in North Dakota to a tank storage facility near Patoka, Illinois. Regulators in all four states have approved the pipeline. The AP reports that the U.S. Army Corps of Engineers still have to issue permits for the pipeline to cross the Mississippi and Missouri Rivers....

Presumably, the article's mention of "the pipeline to cross the Mississippi and Missouri Rivers." means it will in actually not cross, but bored underneath.   Could be the pipeline is laid at bottom of rivers?

I agree, bored underneath almost certainly.  Could be laid on bottom?  Maybe jetted into the silt?  But not likely.  Last river crossing I was responsible for down in Three Rivers, Texas was a bore.  The company didn't even consider anything else.

The Dakota Access pipeline will be underground and covered by a minimum of three feet of soil and more if the pipe is crossing unique land formations, such as agricultural areas, roads, or rivers, lakes and streams. For certain facilities associated with DAPL, such as mainline valves, measurement instruments, testing or pigging facilities, regulating controls and pump stations, these facilities must be located above ground to safely operate the pipeline.

In agricultural lands, the pipeline will be buried a minimum of 48 inches. There will also be a minimum of two (2) feet separation between the pipeline and existing infrastructure, such as drain tiles. Under roads and streams, the pipeline will be buried a minimum of 60 inches.

They just defeated a pipeline going through here, people were celebrating. I pointed out that the gas would move via roads and rails now, much less environmentally sound.

The U.S. Army Corps of Engineers has not issued a decision in response to Dakota Access, LLC’s application for permits and permissions to construct and operate the Dakota Access Pipeline Project.

The applicant has requested that USACE issue permits under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act of 1899 for water body crossings, as well as provide the permission required by Section 14 of the Rivers and Harbors Act of 1899, codified at 33 U.S.C. 408 (Section 408).

The project is a crude oil pipeline which would connect the Bakken and Three Forks crude oil production areas in North Dakota to existing infrastructure in Illinois. While most of the 1,170-mile project crosses private lands the U.S. Army Corps of Engineers has jurisdiction on approximately 37 miles, or about 3 percent of the project.

On Dec. 9, the Omaha District released a draft environmental assessment and a notice requesting public comments for the two Missouri River crossing locations in North Dakota. The EA is being completed in support of the Section 408 permission that was requested.  The period to receive public comments closed Jan. 8.

That gas will not be moved on rail and trucks.  It simply won't be moved economically for power plants and residential/commercial use economically except by pipeline.

Instead they will pay inflated prices which will keep down the volume of gas used, and use power imported over transmission lines generated elsewhere and sold at a higher rate in your area.
