Identical versions were introduced into both the United States House of Representatives and the United States Senate during the 113th United States Congress. Some states already collect taxes from internet sales.

 "allow" (funny how that seems unconstitutional, where the states were supposed to have the most power)

I have a general guideline. If any law has the word 'fair' in it- then it isn't fair to the citizen. If any law has the word 'neutral' in it, then it isn't neutral. If any law has the word 'better' in it, then it will make things worse.

In this case, because the States would be collecting from entities in other States, it would technically be constitutional to be a federal bill versus state (actual legitimate use of often abused the interstate commerce clause.) However, just because it has Constitutional jurisdiction, doesn't make it right.
