Unfortunately, Graham only demonstrates that he, like Obama, does not understand what Putin is up to. Putin doesn't ride around on a horse shirtless because he seriously believes it makes him macho, and he doesn't do it because he think it will scare people like Graham, he does it because he knows it feeds a very specific propaganda desire in the Russian people. This is red meat for his base, not for foreign consumption.
In point of fact, it may even help him to have Westerners like Obama and Graham dismiss him for stunts like this, because it leads them to underestimate them. That was precisely the sort of ploy that Reagan used to such great effect, by playing up the image of the gawrsh-shucks cowboy, he led his opponents to underestimate him, thereby letting him best them.
