Bolstering prospects for comprehensive immigration reform, Rep. Paul Ryan predicted that the Republican-controlled House would approve a so-called path to citizenship, despite conservative opposition.

The comments by Ryan—the 2012 Republican vice presidential nominee and chairman of the House Budget Committee—came as the Democratic-controlled Senate plunged into a three-week debate aimed toward floor passage by July 4. With a sufficiently large majority there, a bipartisan group of Senate negotiators say, the legislation will generate enough momentum to overcome resistance from opponents on the right who blast it as a veiled "amnesty" for those who crossed the border illegally.
