The presidents who used orders and proclamations the most, per year, were [Franklin] Roosevelt, Herbert Hoover and Woodrow Wilson.Moreover, President Obama has issued the fewest executive orders per year, at 33.27 annually, since President Grover Cleveland's first term in the White House.
