20mph is agonizing. I got behind an old lady the other day doing 20 in a 35 zone and I wanted to scream by the time she finally turned left and got out of my way.

The limiting factor on New York City streets is the volume of traffic and the timing of stoplights. Most speed limits are ignored anyway.

You always know when summer is over here - the old folks return..  some drive like they are terrified to be behind the wheel, I've had some going 10 or 15 mph hit their brakes if they start to get anywhere near the posted speed limit - and yep - always when you're in a hurry.
