The White House isn't trying to taunt congressional Republicans into shutting down the government, press secretary Jay Carney said Monday, as he accussed the GOP of using "threat and extortion" to try to get its way.

It's "certainly not the case" that the White House is daring Republicans to let the government shut down, Carney said, and tough language isn't something that "either side has exclusive rights to."

Carney's comments came as he hurled aggressive accusations at the GOP. "It’s irresponsible and reckless to hold the functioning of the government hostage to these ideological imperatives," he said at one point during his daily briefing.

House Republicans are attempting to use "threat and extortion [to do] what Republicans couldn’t do through the legislative process or through the election process. It’s just not fair to the American people," Carney said early on in his briefing.

The House has passed a funding bill that would end the medical device tax, but Carney said it is not an "acceptable" option. "This is just blatant extortion," he continued. "The irony about it is, the Republicans … who support this extortion game or extortion racket will tell you that, ‘oh, well, you know, that’s compromise, we just want you to do this on the Affordable Care Act’” but then concede that their ultimate goal is to repeal the law, he said.
